Abstrakt: This paper presents a model for assessing the impact of various factors on maritime accidents. This paper discusses the issue of maritime transport and its risks. The taxonomy of causes and consequences used in maritime transport is explained. Two mathematical principles were used, i.e., multi-criteria decision analysis (MCDA) and principal component analysis (PCA). The analyses were carried out using the Promethee/Gaia method. The connection between causes and accidents constituted the decision problem. The evaluation criteria, a set of actions and preferences, were identified based on the method principles. The results of this research include rankings of causal chains. They were analysed in multi-criteria and single-criteria dimensions. The outcomes are presented numerically and graphically. Such research contributes to improving safety at sea. It allows us to understand how a particular transport system works. Conclusions can be drawn and measures can be initiated to change the situation in the future.

Abstrakt: The article discusses methods of ships assessment when determining their suitability for search and rescue action (SAR) at sea. Selection of the most preferable ships is one of the action planning elements. Due to various construction and equipment the civilian ships can only perform rescue task to a certain degree. According to the Multi-Criteria Decision Analysis (MCDA), many parameters and data have to be compared in order to create a ranking of vessels ordered according to the coordinator’s preferences. When data are missing, incomplete or uncertain, a similar effect can be obtained using fuzzy logic. The author discussed the nature of the criteria, evaluation methods and presented a simulation of a ship study using fuzzy logic. The author developed fuzzy rules and presented the principle of operation of the controller. The article deals with the main principles of a decision support system (DSS) for the selection of ships in SAR operations.

Abstrakt: he authors discuss currently conducted research aimed at improving the planning and performance of search and rescue (SAR) operations at sea. The focus is on the selection of surface units in areas of high traffic density. A large number of ships in the area of distress can make the process of selection of best suited vessels longer. An analysis of features which may render a vessel unsuitable for the job, depending on the area and type of operation, has been conducted. Criteria of assessment and selection of ships have been described, preceded by an expert analysis. The selection process has been made using Multi-Criteria Decision Analysis (MCDA). The authors propose to apply officially available data from the Automatic Identification System (AIS)—a sensor for the ECDIS and other electronic chart systems—in the analysis of the availability of ships. Algorithms filtering available units have been built and applied in a simulation, using real AIS data, of one of the most common types of SAR operations. The method is proposed as an enhancement of decision support systems in maritime rescue services.

Abstrakt: Choice and selection of search and rescue units (SRU) is one of the steps in planning SAR actions at sea. Proper selection increases the effectiveness of actions. The paper presents the method of selection of SRU on the basis of their technical and operational parameters using Multi-Criteria Decision Analysis (MCDA). The results of the analysis based on computational experiments will be presented in the paper. The scenarios, a set of decision variants, a coherent family of criteria and decision-maker preference modelling were defined for the experiment. The method allows to determine the craft that best meets the expectations of the decision maker for a given type of task. Modelling of the SAR action is an important part of improving the response potential of rescue services to accidents. When planning an action, there is a need to make decisions quickly. Analysis is complicated when many factors need to be studied. Therefore, finding the right solution can be difficult. The developed method can be applied to decision support systems (DSS) for coordination centres and ship during action planning and conducting.

Abstrakt: Selection and choice of search and rescue units is an important stage in planning SAR operations at sea. The different characteristics of units enable them to be used for specific tasks at sea to varying ranges. The main advantage of WIG crafts is their speed, but they also have other features necessary for marine rescue. The assessment of the unit’s potential effectiveness is based, among other things, on defining and determining the parameters influencing its ability to achieve success. Computer software such as SARMAP can be used for action planning. The article contains calculations for simulated actions of searching for several objects, additionally a graphical solution of the situation has been shown.

Abstrakt: Research studies have discussed the correct selection and choice of the optimal units for a specific type of search and rescue task. This article has described the characteristics and properties of merchant vessels that determine their potential for SAR (Search and Rescue) operation. An attempt was made to estimate the suitability of a craft according to its effectiveness and risk. This research may have an impact on improving the organization and coordination of search and rescue operations at sea. The authors have proposed criteria for evaluating merchant units during selection for planned SAR actions. A model for evaluating the suitability of a unit has been presented. It is a mathematical model with elements of expert knowledge. The model classifies attributes, taking into account the lower and upper risk limits and introducing a risk sensitivity factor. The article contains tables and graphs.

Abstrakt: W artykule autorzy analizują możliwość wykorzystania coraz powszechniej dostępnych danych z systemu AIS do celów planowania, prowadzenia i koordynacji akcji poszukiwawczo ratowniczych na morzu. Właściwy dobór adekwatnej jednostki do specyfiki akcji poszukiwawczo-ratowniczej może w znaczący sposób wpłynąć na jej skuteczność. Opracowana metoda filtracji danych AIS jest pomocna w selekcji jednostek nieratowniczych, które pod względem techniczno-eksploatacyjnym różnią się między sobą i w różnym stopni mogą być przydatne do konkretnej akcji SAR. W artykule omówiono działanie sytemu AIS, format pozyskiwanych danych oraz metodę ich dekodowania. Ponadto scharakteryzowano najważniejsze aspekty związane z selekcją i doborem jednostek nieratowniczych do celów akcji poszukiwawczo-ratowniczych w oparciu o dane AIS.
